The support for Tasmania's Maccquarie Point Stadium was made official after 11pm on Thursday night, following a 12-hour parliamentary session.
After multiple independents voiced their support in the leadup to the vote, the $1.13 billion stadium passed the upper house nine votes to five.
It has been widely reported in recent days that the stadium had been ostensibly approved following the apparent independent support, with the vote after two days of debate making it official.
Four independents, three Liberal MPs and two Labor MPs voted in favour of the stadium.
The future of Tasmania's mooted AFL side, which already has figures appointed to key roles, was contingent on the construction of the stadium.
"Mac Point has just passed the Tasmanian Parliament," Premier Jeremy Rockliff posted on social media in the immediate aftermath.
"Our democracy has spoken. Let's unite and move forward together."
Rockliff has stated Tasmania will not contribute more than $875 million, with the AFL set to spend $15 million and the Federal Government budgeting $240 million for the project.
AFL Chief Executive Andrew Dillon expressed his delight in a statement on Thursday night.
"This is an incredibly important outcome for everyone who has worked tirelessly to see a Tasmanian footy club compete on the national stage, and for the hundreds of thousands of Tasmanians who have stood behind the Devils with such passion and pride," Dillon said.
"Creating a new AFL/AFLW club from scratch is no small task, there is much still to be done by the club to be ready for 2028. However, given the progress to date we could not be more confident that the Devils will make an immediate impact on the AFL/AFLW in 2028."
Devils Chair Grant O'Brien highlighted the significance of the week in the history of the club.
"The decision in our Legislative Council overnight to support the development of Macquarie Point Stadium is a defining moment for our Club and for Tasmania," he said.
"We acknowledge how material this decision is for Tasmania, and we thank all of those that have shown vision and leadership in getting to this position. We are committed to walking alongside you all and ensuring that Tasmania Football Club is a unifying force for our State.
"The journey we have been on for the last two years has been full of twists and turns and ups and downs. Along that journey we have stayed single-mindedly focused on creating and building a Club that our fans, members and community would be proud of. A Club that would deliver far-reaching benefits that are so much bigger than football. This remains our clear focus.
"We are so grateful for the support and encouragement we have received to get to today. As a Club we will do everything within our control to deliver a Club that reflects the pride we have in being Tasmanians. Together."
